Eleanor Keeble is based in Paris, France, working for the OECD’s Science, Technology and Innovation Directorate.
This follows eight years of work across Africa — as an ODI fellow in Ethiopia; with UNECA, helping strengthen national censuses across the continent; building the first African Continental Input-Output Table (AfCIOT) with the WTO; and supporting social protection with the World Bank. She worked on the 2025 Multiple Indicator Cluster Survey (MICS) with UNICEF in Sierra Leone, developing digital tools for use across the continent.

After graduating with first class honours in Economics from Bristol University, Eleanor spent two years as an economic consultant at Price Waterhouse Coopers in London. She then took her Masters at Yale University in the US, followed by a posting with the prestigious Overseas Development Institute in Ethiopia. She has worked on national censuses in Ghana, Kenya, the Seychelles Mauritius, and developed Africa's first trade in value added table for the Economic Commission for Africa. She combines academic and technical rigour with a practical approach to meeting the challenges of complex environments.
